My chief reflection when I look at all that is written in the description of the post and the person specification and consider the reality of the job is that, like many other posts here to some extent, the reality of the situation is always rather more sophisticated and more highly involved than can ever be expressed in a couple of hundred words.

Everything the person has to be and do is there, in a sense, but really it only begins the process of scratching the surface.

Perhaps a private comment on this blog or an email to me might be the way to get the wider picture more secure in your mind.

As ever, it is best to have the best idea possible of what you might be letting yourself in for before going through the mountainous paperwork involved with such an application.
